This is my personal experience so far and it may not contain information that has been discovered by others. The documentation is entirely Japanese so this is definitely a step-by-step learning experience.

1. There is a Hacker Edition that is shipping to backers next. I think given the interest this has generated there will be more in the future. I hope for a wider release next year with much more mature software and many more available games.
